New Delhi to Host India's First and Largest Ever Multistakeholder Discourse on Internet Governance
60 of the best minds from India and 12 other countries will engage in an open, consultative, multistakeholder dialogue on a range of issue that impact the future of internet in India

New Delhi, Delhi, India, Saturday, September 29, 2012 -- (Business Wire India) -- FICCI, Ministry of Communications & IT and ISOC are hosting India's first internet governance conference titled India Internet Governance Conference (IIGC) 2012. The theme of the conference is "Internet for Social and Economic Development: Building the Future Together". The conference would be attended by over 350 delegates and will see participation from over 60 speakers representing 12 countries.

At the curtain raiser to launch the India Internet Governance Conference (IIGC) 2012 to be held in New Delhi on October 4th and 5th, Telecom Minister Shri Kapil Sibal and DoT Secretary Shri Chandrashekhar sought "balanced views representing consensus across stakeholders who will discuss the future implications of governance and policy that will shape the Internet in the future.

Shri Kapil Sibal, Hon'ble, Minister for Communications & IT urged that participants at the conference should "peep into the future and settle the present, where issues of internet governance is concerned". He said, "There should be no formal government interference in the dissemination of information through the media which is perhaps the quintessential representative of democracy in the world." It is clear that India needs a modicum of consensus which must evolve through honest, open, dialogue with all the key stakeholders.

From the conference outcome we are looking for a consensus which will lay a road map for the future. Highlighting the need for greater public consultation", Secretary DOT, R. Chandrashekhar said. "While internationally the multi-dimensions of the problem and views is well recognized, perhaps in India we have not had as intense, as frequent and heavily participative discussions. That phase is just beginning", he added.

Virat Bhatia, Chairman, Communication and Digital Economy Committee, FICCI concluded that "India's position on internet governance is pivotal and we expect that the conference will help build consensus to inform further policy dialogue."

The immediate background to the conference is the release of the National Telecom Policy 2012 (NTP 2012) where the internet and broadband have earned recognition as key drivers of economic and social development, along with telecom, in an increasingly knowledge-intensive global environment in which India aims to play a leadership role.

This event will follow the format provided by the Internet Governance Forum (IGF) - an annual global event. The Conference aims to provide a platform for an open and inclusive policy dialogue that involves government, business, civil society, the technical community and academia. It will traverse a wide range of topics: from network neutrality, to global internet governance models; from effective management of the transition to IPv6, to making broadband access available to all; from balancing cyber security to data protection and privacy to the challenges the internet poses to traditional media, to the challenges hate speech online poses for all. This conference will bring together multiple sources of knowledge and expertise from within India and outside.

The IIGC 2012 thus aims to identify crucial emerging issues at a domestic and global level and flag these for the attention of relevant Indian bodies, as well as help expand India's existing internet governance capacity. The timing of the conference also allows for a discussion ahead of the IGF in Baku in November 2012, and the World Conference on International Telecommunications (WCIT) in Dubai in December 2012. The objective is to ensure that that the dialogue will not stop with this event. As experiments elsewhere have shown, national Internet Governance Forums related processes can be a key avenue through which to foster dialogue and engagement across stakeholders and to develop robust national internet governance policies that find broad acceptance amongst the citizenry. The IIGC, and the budding multi stakeholder organisational processes that feed into it, will hopefully be only the beginning of such a long-term engagement in India, that ultimately will result in a full-fledged India IGF in future years.
