UPES Clarifies Stand on Recognition of Programs
Dehradun, Uttarakhand, India, Friday, March 02, 2012 -- (Business Wire India) -- University of Petroleum & Energy Studies (UPES), the country's premier Energy and core sector University today reiterated that it is a Statutory University duly enacted by an act passed by the Uttarakhand State Legislature and approved by the University Grant Commission, India (UGC), thus making the degrees awarded by it universally recognized and valid in the country.
The University said that it is a Statutory University duly enacted through the UPES Act, 2003 passed by the Uttarakhand State Legislature as notified in the State Govt. Gazette (Act No. 15 of 2003) dated July 10, 2003). Subsequent to enactment, the University has also been inspected by the UGC and thereafter placed in its list of Approved Universities under clause (f) of section 2 of the UGC Act, 1956, vide Notification No. F.9.20/2003 (CPP-I) dated June 4, 2004. The University further clarified that once enacted and approved by the UGC to award degrees under section 22 of the UGC Act, its degrees have absolute legal recognition in the country. There is no requirement of a degree-by-degree recognition from the UGC. What the UGC requires are the details of programs that have been duly approved by the Academic Council as well as the other Governance Bodies of the University. In this regard, prior to the commencement of each academic year, a return of information is filed with the UGC informing them about the programmes being offered by the University, along with curriculum, eligibility and admission procedure for the same. The University has said that it is fully complying with this process.
The University also said that as per a Supreme Court Regulation, it is not mandatory for a University, created under a State Government Act, to seek and secure prior approval of the All India Council for Technical Education (AICTE) to start a department for imparting a course or program in technical education or a technical institution as an adjunct to the University itself to conduct technical courses of its choice and selection. However, UPES was completely complying with the norms and standards laid down by AICTE.

The degrees awarded by us are fully recognized in India." He added, "UPES graduates can apply for Combined Defense Services (IMA & OTA), Civil Services, Indian Forest Service & Central Police Forces. Students from the University with Bachelor degree in Engineering / Technology are eligible to sit for GATE and are eligible for admission to Master's / Doctoral programs in Engineering / Technology of various institutions subject to meeting their grade criteria and pre-requisite qualifications for specific Masters programmes. Our students are also eligible for placements in PSUs. In large PSUs, entry level recruitments happens through two routes, viz. through open advertisement and competitive test, other is through on campus placement. However, for both the processes the PSUs have elaborate methodologies for approving qualifications depending on their domain of operation something that typically takes time and board approvals. Some PSUs do recruit from UPES campus albeit from certain programmes, which have been approved over the years."
Due to a recent spate of controversy surrounding the University's authenticity, UPES clarified its stand in terms of mandatory approvals needed for a University to be established. The controversy largely emanated by a misunderstanding amidst some sections of the students and the media following which the University has started an outreach program with students and parents to put all at ease. The major complaints revolve around these notifications being assumed to be fictitious, a charge completely baseless.
