We are delighted that the FM has taken into consideration the need to simplify the tax procedures for small businesses. This was one of the key expectations we had from this budget. The progress on GST is also commendable and we look forward to its speedy implementation this year. This will synchronise the sale of goods across the country and simplify taxation for MSMEs.
While we appreciate the allocation of Rs 5,000 cr to SIDBI for refinancing incremental lending by banks to micro, small and medium enterprises, we expected better increase in the outlay to cover as many of these firms possible.
Presently, credit is the main challenge facing the Indian MSMEs. With the increase in priority sector lending targets for the PSBs, it can serve some of the funding requirements of MSMEs and help them scale up.
Lowering of the surcharge tax limit on corporate tax to 5 per cent will also help the small and medium businesses who will be able to use the capital for further expansions.
Besides, the government's decision to take the rural broadband connectivity to all the 2.5 lakh Panchayats in the country in next three years is a right step towards nation-building which will provide much-needed empowerment to the rural India. Also, the emphasis on the use of technology/ Internet for e-governance will bring effectiveness and efficiency in the system.
However, we did not find any major steps to increase supplies in order to tackle the inflation in the Budget. This is the need of the hour and we urge the government to look into this as well.

A Play-it-Safe Budget with no Bold Reforms: Kiran Majumdar Shaw
Bangalore, Karnataka, India, Monday, February 28, 2011 -- (Business Wire India) -- Striving to augment growth in the face of rising inflation and falling investor confidence, India needed Finance Minister Pranab Mukherjee to deliver a 2G Union Budget - a bold statement from the UPA government that addressed Growth and Governance. Unfortunately, all he has is delivered is a 'play-it-safe' budget by balancing his books, containing the deficit, averting subsidies and creaking open the door to foreign investment in Indian mutual funds.
While Mr Mukherjee has increased allocation for the social sector - which is a welcome step to enable inclusive growth - the fact remains that this enhanced outlay will not have an immediate impact. Moreover, the quantum of the hike in some areas is too insignificant. Rs 300 crore here and there is not going to make a difference in a country like India, with its large population and significant problems. Thus, the Budget has made cosmetic pronouncements when it comes to clean energy and higher education, without offering these crucial sectors the means with which they can bring positive change.
For a government that started its term with meaty pronouncements on the need for reform, this was an opportunity for the UPA government to take some long overdue and bold decisions in retail, insurance and infrastructure. It was a platform for the government to back up its pronouncements on growth and employment with bold budgetary rollouts in manufacturing and services. Not only would this have been welcomed by foreign investors but it would also have introduced strong growth traction in the economy.
The Indian Growth Story has been sustained by foreign direct investment, as investors across the world clamored to partake in the dividend offered by the country's growth. Now, we seem to have lost the plot - even as other emerging markets are managing to garner higher foreign investment, we are failing to compete and seem to have lost our policy momentum. The result? In the past 2 months alone, $2 billion dollars have been taken out of the stock market. In 2010, FDI reduced 30 pc to $24 billion. These are very dangerous signs, reflecting a reality where investors are losing confidence and we cannot afford to be complacent. This budget needed to take steps to attract FDI back to India, especially in the retail and insurance sectors. However, apart from allowing FDI in MFs, Mr Mukherjee has failed to take any step towards this end.
Beyond growth, India's sizeable population of youth requires jobs, which cannot be created by the government. The government can only enable jobs by setting a job-oriented tone for sectors that create jobs, such as retail and manufacturing, which are again largely absent in this Budget. While the finance minister is promising that the government will come out with a manufacturing policy, which is a welcome sign, we don't know what it entails.
The Budget has been disappointing for the corporate sector. What is deeply distressing is that he has taken several retrograde decisions in this Budget. Not only has he increased MAT for the corporate sector, but he has also brought SEZs under the MAT ambit. SEZs augur well for exports, enabling development by generating employment, attracting investment and upgrading technologies. However, today SEZs are lost in the maze of ad-hoc policy and questionable practices.
This Budget has also let down the healthcare sector, which has not seen anything concrete beyond the increase in allocation and the extension of health insurance to NREGA workers. Instead of taking measures such as extending health insurance to all Indians and setting up an integrated healthcare system to ensure affordable and accessible healthcare for all, Mr Mukherjee has taken pot shots at easy targets such as bringing health check-ups and diagnostics under the service tax net.
The Minister has totally excluded the promising Biotechnology sector, failing to make provisions for the funding the industry requires. Incentivising R&D by providing a 5-year tax holiday on products developed in-house, venture funding, zero duty on R&D equipment, and a longer tax-free allowance for biotech SEZs are steps that have been totally ignored. No steps have been taken to enable scientific and technological advances or boost innovation. The government is failing to back its pronouncements with actual steps, leaving the pronouncements as mere rhetoric.
This Budget has not taken any imaginative decisions that can make a difference to India, its citizens and its industry. I would rate this budget no higher than 5.5 on a scale of 1 to 10. The UPA government will have to do a lot more to supercharge India and enable inclusive growth.

Water is the most common chemical substance that is essential for the survival of all known forms of life. SRF Board Approves Rs. 665 cr Capex Projects, Interim Dividend and Buy Back

SRF Board today approved expansion projects worth Rs. 665 crore including one for setting up of the company's second overseas packaging film plant to manufacture Biaxially Oriented Polypropylene (BOPP) film in South Africa. Earlier in October 2010, the board had approved a Joint Venture to set up a Bi-axially Oriented Poly Ethylene Terephthalate (BOPET) film plant of 28,500 MT per annum in Bangladesh. The new BOPP film plant with an annual capacity of 25,000 tonnes is being set us as a greenfield project at a total investment of around Rs. 250 crore. Equipped with a metallizer of 5400 tonne of annual capacity, the BOPP plant in South Africa is expected to start commercial production in July 2013. The new South African plant will also mark SRF's maiden entry into the BOPP space. Currently, SRF has an annual capacity to manufacture 59,500 tonnes of BOPET films per annum through two of its plants in India.
The only Indian manufacturer of HFC-134a, an ozone friendly refrigerant, SRF also obtained Board approval for setting up the company's second HFC-134a plant with an annual capacity of 15,000 tonnes in its Chemical Complex in Dahej. The capacity of the second HFC-134a plant is significantly higher than the company's existing 5,000 tonne capacity plant in Bhiwadi. The project is expected to be commissioned at an estimated cost of Rs. 365 crore. The new HFC plant, which is scheduled to become operational by January 2013, will also be backward integrated to produce 20,000 tonnes of AHF (anhydrous hydrofluoric acid), one of the key raw materials.
To meet the enhanced requirement of power and utilities for the new projects at Dahej site, SRF Board approved another project for Enhancement of Captive Power Generation Capacity to 14 MW at an estimated cost of Rs. 50 crore.
"While we are determined to expand operations in all our businesses to achieve and retain global leadership, the expansion in the Chemicals and the Packaging Films businesses is part of our overall strategy and ongoing efforts to reduce our dependence on nylon tyre cord", said Mr. Ashish Bharat Ram, Managing Director, SRF.
Besides the capex proposals, the Board approved a second interim dividend at the rate of 70% amounting to Rs. 7 per share. Earlier, the Board had approved an interim dividend at the rate of 70% amounting to Rs. 7 per share.
The Board also approved buy back of shares of the company up to Rs. 380 per share not exceeding Rs. 90 crore from open market. Buy back can remain open for the period up to 25th February 2012 or such earlier date as may be determined by the Board.

Sri Sai Ram Engineering College Emerged First Amongst South Indian Collegesfor Design and Fabrication of All Terrain Vehicle
Chennai, Tamil Nadu, India, Friday, February 25, 2011 -- (Business Wire India) -- Sri Sai Ram Engineering College team emerged first amongst the South Indian college teams in an all India level technical competition - SAE INDIA BAJA 2011 - for designing and fabricating All Terrain Vehicle.
This competition organised by Society of Automotive Engineers (SAE) recently at Pithambur, Indore, Madhya Pradesh. Every college needs to design and fabricate an All Terrain Vehicle (ATV) which is capable of sustaining rugged terrains and cross the boundary successfully.
SAE INDIA BAJA is a technical event conducted annually providing opportunity to budding and aspiring engineers from all over India to showcase their mettle and compete with the best peer engineering groups from different parts of the country.
A total of 79 teams were selected from an initial entry of 198 colleges includes IIT's, NIT's, University colleges and Government colleges via elimination through Virtual BAJA held at New Delhi for the main event SAE INDIA BAJA 2011 held from 28th January to 2nd February, 2011. Among 79 teams selected, 25 teams were from colleges of South India - especially comprising 13 teams of Tamil Nadu.
The team `The Most Wanted' from Sri Sai Ram Engineering College bagged the 1st position in South India and secured an overall 4th position.
In the event, the vehicles designed by the students were tested and evaluated on several aspects including Brake Test, Speed Test, Rough Terrain Test on hills and Competitive features. Experts from Research and Development departments of leading organizations assessed the overall competitiveness of the vehicles.
The team comprised of 21 members from the Mechanical Engineering department and 2 members from the Electrical and Electronics Engineering department who fabricated an ATV with all the technical expertise and knowledge.
The ATV designed by the students of Sri Sai Ram Engineering College was completely fabricated in the college workshop and is capable of manoeuvring obstacle laden terrains with minimum effort. The 4 tyre single seater vehicle consists of a LGA 340 petrol engine and Mahindra Alfa transmission System and weighs 401 kg.
The features such as centre steering, dual wishbone system, diagonal braking system and rear wheel drive - all for enhancing the performance of the vehicle and providing excellent comfort. These apart, the vehicle also incorporates high-quality brake circuit and other main spare parts manufactured by leading automobile companies.
Adherent to the `Go Green' theme of BAJA 2011, the vehicle was designed with the innovative `Energy Harvesting' aspect that converts unwanted vibrations in the vehicle into useful energy supplied to electrical systems. Also, the students developed a `Negative Ion Generator' that was aimed at cutting down on the emissions from the exhaust by generating excess negative ions to neutralise the positive ions and in turn release cleaner, fresh air from the exhaust.
The team bagged Safe Vehicle Award with a cash prize of Rs. 1,00,000 towards the team's innovative ATV and the team was also chosen for the `Chairman's Award' with a cash prize of Rs. 10,000 for team effort, effective leadership, good co-ordination and team spirit.

The farewell was arranged to 10 members who in 2 teams (5 from US and 5 from UK) and aged between 25 and 40 years were in the city since January 24, 2011, studying and experiencing our culture and institutions, observing how our vocations are practiced, developing personal and professional relationships, and exchanging their views and ideas.
The professionals were chosen as a part of this year's knowledge exchange programme between Rotary District 3230 Chennai and two other Districts: RI Dist. 5220 Central Valley of California, USA and RI Dist. 1220 Nottingham, England.
The teams during the first fortnight of this month met Worshipful Mayor of Chennai Shri. M. Subramanian and interacted and exchanged views about the state and its people, their vocation, the Chennai city, cultural shocks and surprises and other similarities and differences experienced, as part of the study.
The RI Dist 3230 which played the host facilitated the stay and study of the participants during the programme and exposed them to ample club presentations, formal visits and social events, cultural events and vocational visits in the areas of each member's expertise and interest. Kalashetra, Egmore Museum, Dakshinachitra, Cholamandal Artists' Village, Vellore Golden Temple and Thiruvannamalai Temple among others were some of the places of the state's pride visited by the guests.
