Raw Deal for Milk Producers in Budget 2010-11 Feels AMUL


Anand, Gujarat, India, Saturday, February 27, 2010 -- (Business Wire India) -- 2.8 Million milk producers affiliated to Gujarat Cooperative Milk Marketing Federation Ltd (AMUL) feel that the Union Budget has not provided the desired support to alleviate the problems of millions of milk producers of india.

In the Economic Survey 2009-10 document tabled in the Parliament on 25th Feb, the Govt has said india is the largest producer of milk in the world with annual output of 108.5 million mt, the livestock sector contributes to 27% of value of output from total agriculture and allied activity. It also states that there is a green fodder shortage of about 34% in the country .

This shortage and resultant high cost of fodder has led to about 40% increase in cost of feed and fodder and more than 20% increase in cost of milk production. Despite higher price of milk, the poor milk producer has to still bear the brunt of 20% food inflation to support his family.

Since August last year, the Dairy cooperatives of Gujarat had represented this issue to the Hon. Prime Minister, Finance Minister, Agri Minister and Guj. Chief Minister seeking relief by imposing export duty on export of deoiled cakes. India is exporting 70 lac mts of protein rich deoiled cakes worth Rs. 10,000 crore annually. By disincentivizing exports, availability of feed would increase in the country and partially solve the problem. The Finance minister did not make any mention on the same in the budget speech on 26th Feb 2010 . This has created severe resentment amongst milk producers.

We had also requested the Govt to remove excise on molasses and reduce VAT on the same to reduce cattlefeed mfg cost. The budget did not act on the same.

We had also requested the govt to restore 15% import duty on Skimmed Milk Powder (SMP) (reduced to 5% under Tariff rate quota) and 40% on butteroil (reduced to 30%) to protect our producers from subsidized imports. The govt has not done the same. In fact, the revenue foregone by the govt on account of this has increased from Rs 52 Cr last year to Rs 147 Cr this year due to import of 25000 mt butteroil and 3000 mt smp.

The other effects of budget announcements are as follows:

A. Diesel prices have gone up by 8%. Freight rate will go up by 4-5% which will impact the producers till consumer prices are revised.

B. OTS can excise duty has gone up from 4 to 10%. Price of babyfood in this packing will go up.

C. Excise duty has increased by 2%. As a result , price of packaging film, chocolate and brown beverage will go up.

D. Corrugated box excise reduced from 8 to 4% for standalone units.

E. Custom duty on dairy eqpt imports treated as project imports with duty of 5%. We may not to be required to take epcg license for large imports now.

F. Excise duty on dairy eqpts too will be nil . Service tax on installation also goes away on such projects. It will give boost to processing eqpts.

G. Service tax on milk and milk products dispatched through rail likely to be imposed. This will increase transportation cost.

In summary, while the Finance Minister has tried to please the large taxpayers who are largely the consuming class and have access to media, the poorer sections of our milk producing class have been left to mercy of market forces.

Chennai, Tamil Nadu, India, Saturday, February 27, 2010 -- (Business Wire India) -- The increase in allocation of budget for social sector to 37% of the total plan outlay in the 2010 - 2011 Budget is appreciative. It reflects the government's promise to the 'Aam Admi'.

But sadly about 400 million children who constitute 41% of India's population have once again been ignored. The share for children in the budget allocation has only a marginal increase from 3.7% last year to 4.1%.

According to the 'Centre for Budget Governance Accountability' (CBGA), the sector-wise composition of the 4.1% total outlay for children in the Union Budget 2010 -2011 (BE) is - 75% meant for education, 20% for Child Development, 4% for Child Health and 1% of Child Protection.' Like the CBGA reports says, it is indeed 'disappointing to note that the Child Budget continues to be skewed against Child Health and Child Protection.'

The increase for School Education and Literacy from 2.7 % to a mere 2.81 % does not reflect the government's commitment to the Right to Education Bill passed recently. And the mere 1% for Child Protection within the allocation for children is extremely sad. The Government is answerable to the millions of children who are Child Labourers and living on the streets.

As far as Child Health is concerned, India today has disturbing figures like 5000 children under 5 dying every single day. But only a scanty 4% of the 4.1% of total allocation earmarked for children is for health. This kind of allocation suggests that the government is probably indifferent towards the thousands of children who are deprived of their very basic right - the 'Right to Live'.

With the plethora of issues faced by children in this country, slow and steady increases in budget allocations cannot solve the problems children face. We need bold, vigorous and proportional allocations to combat issues like Child Labour, School dropouts, Infant mortality, Malnutrition etc.

However, the allocation of 40,100 crores to the NREGA and the 7,266 crores drought relief package for Bundelkhand is laudable. This allocation to Bundelkhand will revive the hopes of a better future for thousands of children affected by the severe drought in the belts of Uttar Pradesh and Madhya Pradesh.

Expansion of Integrated Child Development Scheme and the district wise evaluation of the Status of Health will be much more robust and will mandate civil society and panchayat in the process.

With more than 25% of the country's population still living Below the Poverty line, the announcement that the Right to Food Act is ready is a ray of hope. We are waiting for the passing of this bill along with the millions of poor in this country.

But despite certain positive aspects of the Budget 2010-2011, the government has failed to investment in its youth. The Budget does not reflect the vulnerability of the country youth to the negative forces like the fundamentalists and Maoists. The government must step up to stem the drain youth from mainstream to decisive forces.

The government must understand that if we want the increasing number of youth indulging in violence to stop, and a future sans violence, the government should reconsider its investment on youth and children.

Mumbai, Maharashtra, India, Friday, February 26, 2010 -- (Business Wire India) -- U.S. Senate Committee on Finance issued a report on GlaxoSmithKline's Avandia® (rosiglitazone), on Saturday, February 20, 2010, which was reported in some sections of the media. Today, GlaxoSmithKline Pharmaceuticals Limited (GSK) issued the following statement in response to media reports clarifying its position on its diabetes drug Avandia® marketed in India as Windia:

GSK states that the Senate Report fails to present an accurate, balanced, or complete view of the currently available information on Avandia. The company rejects any allegations of concealing safety information or acting inappropriately on behalf of patients.

Contrary to the assertions in the report, and consistent with the FDA-approved labelling, the scientific evidence simply does not establish that Avandia increases cardiovascular ischemic risk or causes myocardial ischemic events. In 2007, the FDA considered all the available scientific evidence on Avandia, including Dr. David Graham's assertions of elevated heart attack risk and demands that the product be withdrawn. Based on the scientific evidence and a recommendation by an independent advisory committee of experts convened by the FDA, the agency ruled that Avandia remain available to patients for the treatment of Type 2 diabetes. That FDA advisory board voted 22-1 in favour of keeping Avandia available for patients.

In the years since the FDA addressed these questions about the cardiovascular safety of rosiglitazone, seven large, prospective, randomized, clinical trials have reported results. None of these randomized clinical trials, which remain the gold standard for evaluating scientific and medical questions, show a statistically significant association between rosiglitazone and myocardial infarction (heart attack) or other ischemic cardiovascular events.

Instead of reviewing the most recent and scientifically sound information, the Senate Report relies on a meta-analysis prepared by Dr. S Nissen in 2007, an analysis which has been criticised widely, and contradicted by larger, more recent meta-analyses.

Dr. A Ramachandran- Chairman, Dr. A. Ramachandran's Diabetes Hospital and President- India Diabetes Research Foundation, said, "Rosiglitazone is a very useful anti-diabetic drug. The present controversy is because of one of the meta-analysis which looked at a few studies and showed a higher occurrence of heart attacks in patients who were treated with rosiglitazone. However, later many other observational meta-analysis did not prove it to be correct. We do not have clinically confirmed evidence from randomized controlled trials that rosiglitazone is harmful. I really regret that this controversy regarding a very useful drug is being politicised."

Dr. Shashank Joshi, Leading Endocrinologist and Vice-President, Association of Physicians of India, said, "Rosiglitazone is world's most evidence based oral antidiabetic medication. It has been validated by the RECORD trial for its cardiovascular (CV) safety. The Endocrine Society USA and AACE have clearly stated that there is no need to panic at all. All diabetics have higher risk for CV disease and diabetes itself is a coronary equivalent. So every diabetic must take a statin and antiplatelet agent like aspirin to prevent heart disease and control BP tightly. All diabetics must monitor themselves independent of the medicines they take for heart disease regularly."

"I am of the opinion that as of available literature now, rosiglitazone can be used in select group of patients for improving glycemic control who are intolerant of other OHAs. However, they should be apprised of all the facts and advised to be under regular follow up with treating doctors. I have been prescribing rosiglitazone to a select group of patient in my clinical practice and have been following them regularly, and they are doing well and are yet to report any untoward cardiovascular effects," said Dr. S. K. Wangnoo, Senior Consultant Endocrinologist, Apollo Hospital, New Delhi.

Dr. Subhankar Chowdhury, Professor and Head- Department of Endocrinology, IPGME&R and SSKM Hospital, Kolkata, said, "Rosiglitazone is an effective oral anti-diabetic drug which addresses the core issue of insulin resistance. Rosiglitazone is a good drug because it does not cause hypoglycemia. RECORD is the only trial of 4500 patients studied for 5 years published in 2009, which did not show any adverse cardiovascular (CV) events. Also, in my personal experience, I have not observed any adverse CV events so far."

GSK has rigorously followed an extensive and long-term program of scientific study, which is the most comprehensive program of scientific analysis for any oral anti-diabetes medicine available to patients today, with clinical trial experience in well over 52,000 patients.

This year as issues related to governance were at the centre stage the council selected "Leveraging Quality for Good Governance" as the theme for the 5th National Quality Conclave.

The objective of the two day Conclave was to provide a forum for sharing new ideas, deliberating on issues, challenges and the road ahead that would attempt to change the quality of life of the average Indian. Surrounding this theme the Conclave discussed a range of quality issues related to governance. The conclave brought into sharp focus innovative services, programs and practices to support quality initiatives for good governance. The conclave was addressed by many reputed speakers both from India and abroad .In addition to the opening and closing session the 5th National Quality Conclave had nine sessions and was attended by 1000 delegates.

The highlight of the conclave was the announcement of QCI -Dl Shah Award on Economics of Quality, Launch of Professional membership scheme of QCI and Prof Masaaki Imai, Chairman, Kaizan Institute International, Japan becoming the first fellow of Quality Council of India.

At the inaugural session of the conclave Shri Arun Maira honorable member Planning Commission gave away NABET Accreditation Certificates to Navyug School,Tilak Marg, New Delhi, Navyug School, Mandir Marg,New Delhi, Navyug School Jor Bagh ,New Delhi. This apart three hospitals namely Artemis Health Institute, Gurgaon, Haryana, Sparsh Hospital for Accidents, Orthopedics, Plastic & Maxillo Surgery, Bangalore, Karnataka and Apollo Specialty Hospital, Chennai, Tamil Nadu were also felicitated with Certificate of NABH accreditation, at the Conclave by Shri Maira .

Shri Moily said that Judiciary in India enjoys a very significant position since it has been made the guardian and custodian of the Constitution. Shri Moily in his speech linked good governance to an enabling environment conducive to the enjoyment of human rights and promoting growth and sustainable human development.

Shri Moily informed that in addition to the judiciary, another institution which plays an equally or perhaps an even more important role in implementation of good governance standards is the police. However, it has been seen that when discussing the inputs for good governance in any society, the police is not generally prominent or even important. No serious search has been made as to why the police and their functions are usually relegated when it is widely accepted that no development is possible without order and the fruits of development would not reach the intended beneficiaries in the absence of order, the Minister said. He also highlighted the "Rule of Law "as one of the most significant characteristics of Good Governance.

Regretting the continuance of the colonial police system in the country, Law Minister M Veerappa Moily advocated a revamp of the entire structure in keeping with the changing times .The minister said at the time of independence, the founding fathers laid emphasis on continuity and change rather than on departure from the past and "demolishing the existing administrative structure."He said it was a "mistake" to continue with the colonial police system and efforts are now being made to change it in accordance with present needs.

The Minister informed that even in our country, some enterprising police officers have introduced and implemented the ISO 9001-2000 QMS in the functioning of police stations - the primary unit of delivery of police service to the people. Even though this successful experiment has still been limited to very few jurisdictions, it has proved the applicability and practicability of Quality Management Systems in organization of the justice delivery system. Shri Moily said that it is thus essential that all the institutions of the Government- and the judiciary and police most prominent amongst them- must pool their energies to force a good governance for the country. Only such a collective will can devolve truly good governance for the country.

The BMW 330i boasts an in-line six-cylinder petrol engine with High Precision Injection featuring a lightweight magnesium/aluminum alloy crankcase. It powers the saloon from 0 to 100 km/h in 6.5 seconds. BMW petrol engines with High Precision Injection and lean-burn combustion deliver fuel exactly where it is needed. The BMW 320d's four-cylinder diesel engine with an all aluminium crankcase and third-generation common-rail direct injection also features variable inlet valves and high-pressure fuel injection. The common-rail system separates pressure generation and fuel injection, with electronically controlled injectors delivering the fuel to the cylinders. Third-generation common rail operates at pressures of up to 2000 bars and is therefore more precise in the amount and delivery of fuel injected. The BMW 320d features a 1995 cc four-cylinder engine with the maximum output of 130kW at 4000 RPM and maximum torque of 350 Nm at 1750-3000 RPM.

The solution deployed is based on the Cisco Wideband Technology with Cisco uBR Platform and Cisco based IP infrastructure and is built on Cisco DOCSIS (Data Over Cable Service Interface Specification) standards. The new DOCSIS 2.0 capabilities take the platform to a new level and enabling cutting edge 100 Mbps services.
