Quality Council of India (QCI) and Ready Mixed Concrete Manufacturers Association (RMCMA) Signs Memorandum of Understanding
Focus on ensuring availability of quality Ready Mixed Concrete from certified plants based on best international practices
New Delhi, Delhi, India, Friday, December 23, 2011 -- (Business Wire India) -- With a view to ensuring availability of Ready Mixed Concrete with quality tag, Quality Council of India (QCI) & Ready Mixed Concrete Manufacturers Association (RMCMA) have signed an MOU. This is a first in India where an industry association which has proactively been carrying out a quality scheme has now moved to this international best practice. The MoU was signed by Dr. GiridharJ. Gyani, Secretary General, Quality Council of India & Mr. Hans Fuchs, President, RMCMA on 22 Dec 2011 at 3.30 pm , at Hotel Claridges, in the presence of Mr K C Mehra, Chairman, National Board of Quality Promotion.
The Ready Mixed Concrete Manufacturers Association (RMCMA) has been operating a voluntary certification programme to evaluate and certify the ready mixed concrete plants to both an agreed set of Industry as well as nationally accepted standards in order to ensure delivery of good quality ready mixed concrete from these certified plants since 2002,. In order to operate the Scheme based on best international practices of independence and impartiality and promote the use quality concrete in all constructions from certified plants, RMCMA has been in dialogue with the Quality Council of India (QCI), India'a apex quality facilitation and national accreditation body, for refashioning the Scheme to achieve the above.
As per the provisions of the Memorandum of Understanding the Scheme would be handed over to QCI to be operated in an independent and impartial manner based on best international practices. While QCI and RMCMA shall be the joint Scheme owners, the governing structure of the Scheme shall be under a multi stakeholder Steering Committee and the Scheme would be operated on a non profit but self sustaining basis. It would have a defined consensus based technical criteria laid down for the ready mixed concrete plants who would be evaluated by competent third party certification bodies, who in turn would be accredited by the National Accreditation Board for Certification Bodies (NABCB), which is part of the international system of equivalence of accreditations and certifications, as per appropriate international standards.
The MoU assumes significance in view of the fact that there are many advantages of Ready Mixed Concrete and RMC is set to play a crucial role in the development of overall infrastructure in the country in the next 10 to 20 years . Issues related to the quality of the concrete, are almost totally eliminated by the use of RMC. This is mainly because of the large degree of mechanization and automation in the production of RMC. Different raw materials like cement, coarse aggregates, sand, water and admixtures are accurately weighed, correctly proportioned and mixed thoroughly in RMC plants, which are almost 100% computer controlled. For construction activity in urban areas & large construction works like dams, raft foundations, bridge piers and superstructures, slabs of buildings and commercial complexes, and so on, large volumes of concrete are required on a continuous basis, construction activities can be sped up by continuous supply of concrete and mechanized placing.
