आज जारी इंटरनेशनल सर्विस फॉर दि एक्जिबीशन ऑफ एग्री बायोटेक एपलीकेशंस (आईएसएएए) की एक रिपोर्ट के मुताबिक, वर्ष 2014 के दौरान दुनिया भर में 181.5 मिलियन हेक्टेयर्स बायोटेक फसल की खेती हुई। यह एक रिकॉर्ड है और 2013 के मुकाबले छह मिलियन (60 लाख) हेक्टेयर ज्यादा है।   बांग्लादेश के शामिल होने से साल के दौरान कुल 28 देशों ने बायोटेक फसल उपजाए। 20 विकासशील और आठ औद्योगिक देशों में जहां बायोटेक फसल की खेती होती है, दुनिया की आबादी के 60 प्रतिशत से ज्यादा निवास करती है।   

आईएसएएए के संस्थापक और रिपोर्ट के लेखर क्लाइव जेम्स ने कहा, “1996 से 2014 तक कुल जितने हेक्टेयर में बायोटेक फसल उगाई गई वह चीन के भूक्षेत्र से 80 प्रतिशत ज्यादा है। दुनिया भर में जितने क्षेत्र में बायोटेक फसल की खेती होती है उसमें पहली बार बायोटेक फसल लगाए जाने के बाद से अब तक 100 गुना से ज्यादा वृद्धि हुई है।”

1996 से लेकर अभी तक 10 से ज्यादा खाद्यपदार्थों और फाइबर के बायोटेक की फसल मंजूर की जा चुकी है और दुनिया भर में इनका व्यावसायीकरण हो चुका है। इनमें मक्का, सोयाबीन और कपास जैसी प्रमुख फसल से लेकर फल और सब्जियां जैसे पपीता, बैंगन और सबसे हाल में आलू शामिल हो चुका है। ये फसल ऐसी हैं कि आम मामले निपटाती हैं। उपभोक्ताओं को फसल का लाभ होता है और किसानों को उत्पादन की दर का। इनमें सूखे को झेलने, कीड़ों और बीमारियों को रोकने, हर्बिसाइट का मुकाबला करने की क्षमता है और खाद्यपदार्थ के लिहाज से ये ज्यादा पोषण देते हैं। फसल उत्पादन प्रणाली बायोटेक फसल से ज्यादा स्थिर होती है और जलवायु परिणवर्तन की चुनौती को लचीली प्रतिक्रिया मुहैया कराते हैं।     

इस रिपोर्ट के मुताबिक, 73.1 मिलियन हेक्टेयर में उत्पादन करके अमेरिका में अब भी उत्पादन में सबसे आगे है। यह तीन मिलियन हेक्टेयर ज्यादा है और 2013 के मुकाबले 4 प्रतिशत से ज्यादा की विकास दर है। अमेरिका ने साल के मुकाबले साल के हिसाब से सबसे ज्यादा वृद्धि रिकॉर्ड की है और इसमें ब्राजील से आगे निकल गया है। जो पिछले पांच वर्षों में सबसे ज्यादा वार्षिक वृद्धि है।  

इस रिपोर्ट में बायोटेक्नालॉजी के प्रमुख फायदों पर भी रोशनी डाली गई। इसमें गरीबी और भूख दूर करना और इसके लिए जोखिम न उठा सकने वाले दुनिया भर के छोटे, संसाधनों के लिहाज से गरीब   किसान शामिल हैं। 1996 से 2013 तक की अवधि के लिए नवीनतम अंतरराष्ट्रीय अंतरिम सूचना से पता चलता है कि बायोटेक फसल का उत्पादन बढ़ गया है जिसका मूल्य 133 अरब अमेरिकी डॉलर है। 1996 से 2012 तक की अवधि में कीटनाशकों का उपयोग काफी कम हुआ है और करीब 500 किग्रा सक्रिय अवयवों की बचत हुई है। अकेले 2013 में फसल रोपने से कार्बन डायऑक्साइड का उत्सर्जन कम हुआ था और यह सड़क से 12.4 मिलियन कारों को एक साल के लिए हटा लिए जाने के बराबर था।

ये नतीजे मुश्किल मेटा विस्लेषण के अनुकूल हैं जो जर्मन अर्थशास्त्री क्लंपर और कैम (2014) ने किए हैं। इसमें यह निष्कर्ष निकाला गया था कि जीएम टेक्नालॉजी ने 1995 से 2014 तक की 20 साल की अवधि में रासायनिक कीटनाशकों का उपयोग औसतन 37 प्रतिशत कम किया है। फसल की पैदावार 22 प्रतिशत बढ़ गई है और किसान का मुनाफा 68 प्रतिशत बढ़ गया है।

बांग्लादेश : सफलता का एक मॉडल

दुनिया के सबसे छोटे और गरीबी से प्रभावित देशों में से एक, बांग्लादेश ने बीटी ब्रिंजल / एग्ग प्लांट (बैंगन) को अक्तूबर 2013 में मंजूरी दे दी है। मंजूरी के बाद 100 दिन से भी कम में, जनवरी 2014 में व्यावसायीकरण शुरू हो गया जब 120 किसानों ने पूरे साल 12 हेक्टेयर्स में यह फसल बोई।
बीटी ब्रिंजल / एग्ग प्लांट (बैंगन) न सिर्फ किसानों को आर्थिक मौके देता है बल्कि खाद्यपदार्थों की फसल के लिए कीटनाशकों की जरूरत काफी कम हो जाती है और यह 70 से 90 प्रतिशत तक होती है।

जेम्स ने कहा, “बांग्लादेश में बीटी बैंगन को समय पर मंजूरी मिलने और उसके व्यावसायीकरण से राजनैतिक इच्छाशक्ति और सरकार के समर्थन की ताकत का पता चलता है। इससे दूसरे छोटे, गरीब देशों के लिए सफलता के मॉडल की बुनियाद तैयार होती है ताकि बायोटेक फसल के फायदे शीघ्रता से मिलने शुरू हो जाएं।”

2014 में बांग्लादेश के मामले से सरकारी-निजी साझेदारी की सफलता के महत्त्व का पता चलता है। बैंगन बांग्लादेश में सबसे पौष्टिक और महत्त्वपूर्ण सब्जियों में से एक है। इसके लिए बीटी बायोटेक विशेषता एक भारतीय कंपनी माहीको ने दान में दी है।

जेम्स ने कहा, “सरकारी निजी साझेदारी खेतों के स्तर पर स्वीकृत बायोटेक फसल की समय पर डिलीवरी की संभावना बढ़ाना जारी रखती है। आने वाले वर्षों में ये आवश्यक बनी रहेंगी।”

वाटर एफिशियंट मेज फॉर अफ्रीका (डब्ल्यूईएमए) प्रोजेक्ट सरकारी निजी साझेदारी के काम का एक और उदाहरण है। इसकी शुरुआत 2017 में हुई थी। इसके तहत चुने हुए अफ्रीकी देश सूखे का मुकाबला कर सकने वाले बायोटेक मक्के की पहली खेप प्राप्त करने वाले हैं। यह एक ऐसा खाद्य पदार्थ है जिसपर 30 करोड़ से ज्यादा गरीब अफ्रीकी निर्भर करते हैं। दान में प्राप्त इसकी बायोटेक्नालॉजी विशेषता डॉटगार्ड जैसी है। यह वह किस्म है जिसका उपयोग अमेरिका में किया गया था। इसे जितने हेक्टेयर में लगाया गया था उसमें एक साल के अंदर 2013-14 के दौरान 5.5 गुना वृद्धि हुई। इससे पता चलता है कि सूखे का मुकाबला कर सकने वाले बायोटेक मक्के की किस्म को किसान ज्यादा पसंद करते हैं।

नई मंजूरियां उपभोक्ताओं की चिन्ता दूर करती हैं

अमेरिका में इन्नेट पोटैटो (आलू) को नवंबर 2014 में मंजूरी दी गई थी। इन्नेट पोटैटो एक्रिलामाइड का उत्पादन कम कर देता है। यह एक संभावित कार्सिनोजेन है और तब तैयार होता है जब आलू को उच्च तापमान पर पकाया जाता है। इसके अलावा, यह ग्राहक संतुष्टि बढ़ाता है क्योंकि छीलने पर इसका रंग खराब नहीं होता है और इसमें दाग-धब्बे कम होते हैं। इन खासियतों का आहार सुरक्षा पर अर्थपूर्ण प्रभाव होगा क्योंकि खाद्यपदार्थों की बर्बादी 2050 में 9.6 अरब और 2100 में करीब 11 अरब लोगों को खिलाने से जुड़ी चर्चा में महत्त्वपूर्ण घटक बना रहेगा। 

आलू दुनिया में चौथा सबसे महत्त्वपूर्ण और अनिवार्य खाद्य पदार्थ है। इसलिए आलू को बेहतर बनाने और बीमारी, कीड़ों तथा खर-पतवार तथा अन्य बाधाओं के कारण नुकसान का मुकाबला करने के प्रयास निरंतर जारी हैं। 

फंगल डिजीज लेट-ब्लाइट दुनिया भर में आलू की सबसे महत्त्वपूर्ण बीमारियों में है और इसका बायोटेक आधारित नियंत्रण का परीक्षण इस समय बांग्लादेश, भारत और इंडोनेशिया में किया जा रहा है। लेट-ब्लाइट 1845 के आयरिश अकाल का कारण था और इससे 10 लाख लोगों की मौत हुई थी। वायरस वाली बीमारियों का बायोटेक नियंत्रण और कीड़ों का सबसे महत्त्वपूर्ण नियंत्रण कोलोरैडो बाजार में पहले से उपलब्ध है पर इनका उपयोग नहीं किया जाता है।

एशिया में बायोटेक फसल की स्थिति

एशिया में चीन और भारत अब भी बायोटेक फसल उपजाने वाले विकासशील देशों का नेतृत्व कर रहे हैं तथा 2014 में क्रम से 3.9 मिलियन हेक्टेयर और 11.6 मिलियन हेक्टेयर में बायोटेक फसल उपजाए। चीन में बायोटेक कपास को अपनाने की दर 2014 में 90 से बढ़कर 93 प्रतिशत हो गई जबकि वायरस रोधी पपीता रोपना करीब 50 प्रतिशत बढ़ गया है। देश में 7 मिलियन से ज्यादा छोटे किसान अब भी बायोटेक फसल से लाभ उठा रहे हैं और उपलब्ध नवीनतम आर्थिक आंकड़े संकेत देते हैं कि 1996 में बायोटेक की पेशकश के बाद से देश में किसानों ने 16.2 अरब अमेरिकी डॉलर कमाए हैं।
   
रिपोर्ट के मुताबिक भारत में 11.6 मिलियन हेक्टेयर में बीटी कॉटन की खेती हुई और यह एक रिकॉर्ड है। इसे अपनाए जाने की दर 95 प्रतिशत है। ब्रिटिश अर्थशास्त्री ब्रूक्स और बरफुट का अनुमान है कि भारत में बीटी कॉटन की खेती से अकेले 2013 में 2.1 अरब अमेरिकी डॉलर की कमाई की है। 

विकासशील देश वियतनाम और इंडोनेशिया ने बायोटेक फसल के व्यावसायीकरण की शुरुआत 2015 से करने की मंजूरी दी। इसमें बायोटेक मक्के के कई हाईब्रिड शामिल हैं। इन्हें वियतनाम में आयात करना और लगाना तथा सूखे का सामना कर सकने वाले गन्ने को इंडोनेशिया में खाने की फसल के रूप में लगाने के लिए आयात करना शामिल है। 

अफ्रीका और लैटिन अमेरिका में विकास जारी

2014 में 2.7 मिलियन हेक्टेयर में खेती करने के बाद दक्षिण अफ्रीका का स्थान बायोटेक फसल उगाने में अफ्रीका के अग्रणी विकासशील देशों में है। सूडान ने बीटी कॉटन की खेती के लिए 2014 के दौरान खेत के क्षेत्रफल में करीब 50 प्रतिशत की वृद्धि की। कई अन्य अफ्रीकी देशों जैसे कैमरून, मिस्र, घाना, केन्या, मलावी, नाईजीरिया और यूगांडा में जमीनी परीक्षण किए जा चुके हैं और गरीबों के काम की कई फसलों को आजमाया जा चुका है। इनमें धान, मक्का, गेहूं, केला, आलू आदि शामिल हैं। ये फसल नए जलवायु परिवर्तन की चुनौतियों के मद्देनजर स्थायित्व और लचीलापन लाने में योगदान कर सकते हैं।
   
2014 में लगाए गए बायोटेक पौधों के मामले में लैटिन अमेरिका में ब्राजील का स्थान दूसरा रहा और सिर्फ अमेरिका से पीछे। 42.2 मिलियन हेक्टेयर्स में यह 2013 की तुलना में 5 प्रतिशत वृद्धि का प्रतिनिधित्व करता है। 

बायोटेक फसल आहार सुरक्षा, निरंतरता और पर्यावरण को प्रभावित करते हैं

1996 से 2013 तक बायोटेक फसल ने देश में फसल उत्पाद में वृद्धि की है और अंतरिम रूप से इसकी कीमत 133 अरब अमेरिकी आंकी गई है। इससे 16.5 मिलियन से ज्यादा छोटे किसानों और उनके परिवार की गरीबी खत्म करने में सहायता मिली है। कुल मिलाकर करीब 65 मिलियन लोगों को। और इनमें कुछ दुनिया के सबसे गरीब लोगों में हैं। इसके अलावा, बायोटेक फसल से खाद्य पदार्थों और फाइबर के उत्पाद से पर्यावरण पर होने वाला प्रभाव कम हुआ है। ऐसा कीटनाशकों का उपयोग कम होने, भूमि की बचत और कार्बन डायऑक्साइड का उत्सर्जन कम होने से हुआ है।

ब्रूक्स एंड बरफूट के मुताबिक, बायोटेक फसल से 1996 से 2013 के दौरान 441 मिलियन टन का जो अतिरिक्त भोजन, चारा और फाइबर प्राप्त हुआ है वह नहीं होता तो 132 मिलियन हेक्टेयर में परंपरागत फसल की आवश्यकता होती ताकि उत्पादन इतना ही होता। हेक्टेयर में जितनी वृद्धि की आवश्यकता होती उसका जैवविविधता तथा पर्यावरण पर नकारात्मक असर हो सकता था क्योंकि सिंचित खेतों की आवश्यकता बढ़ जाती।

  • अमेरिका 73.1 मिलियन हेक्टेयर्स के साथ अग्रणी देश बना हुआ है। यहां साल के मुकाबले साल की वृद्धि 4 प्रतिशत यानी तीन मिलियन हेक्टेयर के बराबर है। 
  • ब्राजील लगातार छठे साल दूसरे स्थान पर रहा। इसकी खेती का क्षेत्रफल 2013 की तुलना में 1.9 मिलियन हेक्टर बढ़ गया।

Wonderla Gross Revenue Surges by 19% in The Third Quarter of Financial Year 2014-15

Wonderla Holidays Ltd. – one of the largest operators of amusement parks in India has announced its results for the third quarter ended December 31, 2014 of FY 14-15.     
    
Highlights:        
                            

  • Gross Revenue for the third Quarter, ending December 31, 2014-15 fiscal, were Rs.4947.41 lakhs; an increase of 19% over corresponding period last financial year (Rs.4156.74 lakhs). Similarly the Gross Revenue for the nine months period ending December 31, 2014-15 fiscal, were 15276.80 lakhs, an increase of 25.70% over corresponding period last financial year (Rs 12154.76 lakhs).
  • Profit after Tax for the third Quarter, ending December 31, 2014-15 fiscal, were Rs.1276.65 lakhs; an increase of 3% over corresponding period last financial year (Rs. 1239.49 lakhs).  Profit from operating activities before tax for the quarter has increased to Rs.1851.97 lakhs shown an increase of 20% .Similarly, the profit after Tax for the nine months period ending December 31 2014-15 fiscal were Rs 4404.49 lakhs, an increase of 35% over corresponding period of last financial year (Rs 3274.20 Lakhs).
  • Revenue from the two amusement parks – Bangalore and Kochi – was Rs 4487.24 lakhs for the quarter under review while the revenue from resort was Rs 277.59 lakhs. Similarly the Revenue from amusement parks for the nine months period ended December 31 2014 was Rs 13886.81 lakhs while the revenue from resort was Rs 791.15 lakhs.
  • Construction has started at Hyderabad in full swing and we are hopeful of completing the third project on time. We have started recruiting personnel in existing parks and they are undergoing training for transfer to Hyderabad.
  • The footfalls in existing parks were flat for the quarter due to due to govt. restrictions on educational institutions for picnics and outings at both Bangalore and Kochi. 
  • Operating costs for the quarter have increased mainly due to new recruitments done in existing parks for transfer to Hyderabad, and due to unscheduled maintenance of some rides and facilities.
  • The Resort division has had a great quarter with an occupancy rate of 50% for Q3 of this financial year; an increase of 56% over corresponding period of last financial year (32%).
