Affordable housing will continue to remain a distant dream in the island city owing to the new development plan 2034. The new plan is self defeating, and does nothing to ensure a consistent steady supply of real estate, which is the only solution to today's sky-rocketing prices. Ease of development is the only thing that will put downward pressure on prices. The increase in FSI is theoretical in most cases owing to the other impositions mentioned in the DP, compounded by a complete oversight of other issues such as height restrictions, which would mean that said FSI cannot be utilised. Redevelopment in the city, which is supposed to be one of the primary goals of this DP, will be impacted adversely. After taking into account all the carve-outs, premium payments, and other restrictions, most society lands will render themselves incapable of development and economically unviable for a developer to take up such projects. Finally, the haphazard manner in which the draft DP has been published has created panic in many quarters as it has clearly been poorly researched. Existing housing societies which have occupation certificates have been arbitrarily re-zoned, without any incentive to the society, for example. This will lead to litigation and thousands of appeals against the DP, which will take a long time to clear. Had the process been implemented in a more orderly fashion, a seamless execution could have been carried out."
